New pilot accreditation program for the Greenhouse Gas
validation / verification bodies

The American National Standards Institute (ANSI) is pleased to announce the
launch of a new pilot accreditation program for bodies engaged in the reduction
and removal of greenhouse gases.
The new Greenhouse Gas (GHG) accreditation program will operate according to
requirements defined in ISO 14065:2007, Greenhouse gases - Requirements for
greenhouse gas validation and verification bodies for use in accreditation or
other forms of recognition.
The program is applicable to a broad spectrum of industries and will
potentially support work already underway within established Greenhouse Gas
(GHG) programs such as The Climate Registry, the California Climate Action
Registry, the Chicago Climate Exchange (CCX), and the Regional Greenhouse Gas
Initiative (RGGI).

Application Process and Deadlines
ANSI will accept applications for the pilot program from
March 15 through May 15, 2008.
To request a formal application, interested parties should submit a Preliminary
Letter to ANSI addressing the following six points:
1. Confirmation of the third party status of the program
Describe how the program sponsoring body qualifies as a third party* and
describe the interest categories represented on the body's governing board. If
the validation/verification program operates under the direction of a managing
committee, the interests represented on the committee should be identified
along with a description of the committee's independence from the governing
board if applicable.
*A third party is independent of the parties involved in
validation/verification, i.e., the supplier ("first party") interests and the
purchaser ("second party") interests.
2. Description of the body's status as a legal entity
If the applicant is part of a larger organization, describe the legal entity of
which the application is a part, and organizational description of the larger
organization. Describe how the body demonstrates third party status.
3. Proof of the publicly available documents describing the program
Provide copies of descriptive brochures, application forms, advertisements, and
other public documents describing the verification and validation program.
4. Description of the Body's management system for validation and
verification activities
Provide a brief description of the management system operated by the validation
and verification body.
5. Identification of any emissions trading schemes in which the validation and
verification body intends to participate
Provide a brief description of the program; identify and describe the nature of
its work in the validation/verification program.
6. Proof of ownership of a mark, when applicable
Discuss the mark(s) used on validation and verification statements, e.g.,
mark(s) registered with the U.S. Patent and Trademark Office or international
body, when applicable.

Pilot Program Application
An application form for participation in the pilot program will be provided to
qualified applicants; qualification will be determined by information contained
in the Preliminary Letter described above.
All applications must be completed and submitted before close of business on May
15, 2008.
Pilot Program Timeframe
Validation and verification bodies that submitted applications to ANSI within
the outlined timeframe will be assessed by ANSI during the pilot program.
Bodies demonstrating compliance with all the requirements outlined in this
announcement will be accredited by the ANSI Accreditation Committee (ACC). All
accreditations will be awarded simultaneously.
