As the first Chief on the scene during the World Trade Center attacks, Joseph W. Pfeifer, Chief of Planning and Strategy and Deputy Assistant Chief of Operations for the Fire Department of the City of New York, experienced firsthand the challenges faced by first responders in dire emergency situations. Pfeifer will share his unique perspective as a survivor and leader at the American National Standards Institute’s (ANSI) Annual Conference on Wednesday, October 1, 2003, at the Marriott at Metro Center in Washington, DC.
The conference, “Homeland Security: Collaboration, Innovation and Standardization,” examines the role that standards play in protecting U.S. citizens and enhancing our national security infrastructure. The event calls upon a diverse group of experts to address the essential security and emergency preparedness issues facing the nation.
A 22-year veteran of the FDNY, Pfeifer served as the Planning Section Chief of the FDNY’s World Trade Center Incident Command Team in the days following the collapse, and developed the GPS Recovery System to document the location of victims at the WTC. He was the co-project manager of the McKinsey Report, a study of the FDNY response to the World Trade Center, and is also currently drafting the FDNY Terrorism Preparedness Strategy.
“The standards and conformity assessment community will benefit from Chief Pfeifer’s trained experience as a first responder and leader in emergency and terrorism preparedness,” said ANSI president and CEO Mark W. Hurwitz.
Pfeifer will address the conference at 12:30 p.m. Other panels and discussions will encompass homeland security issues including equipment and systems that protect and assist first responders; biological and chemical anti-terrorism systems and the prevention of terrorist attacks; reducing vulnerability of critical infrastructure systems such as postal, information technology and telecommunications systems; minimizing damage to built environments; and much more.
