1Objective
1.1The objective of this notice is to inform ANSI accredited validation/verification bodies (VVBs) and ANSI applicant VVBs of ANSI requirements for accreditation of VVBs to conduct verification of ICAO CORSIA Emissions Reports.

4.1Background
4.1.1ANSI is expanding its ISO 14065-accreditation program to incorporate accreditation for the verification of aviation emissions in accordance with CORSIA. CORSIA is a global voluntary Market-based Measure scheme to address annual increases in total CO2 emissions from international civil aviation. ANSI invites applications from VVBs that wish to gain accreditation for this scheme.
4.1.2On satisfactory completion of assessment by ANSI and on timely completion of the program requirements, the applicants will be considered for accreditation accredited to ISO 14065 for the verification of CO2 emissions reports from international flights in accordance with aviation emissions in accordance with the CORSIA requirements (International Standards and Recommended Practices, Environmental Protection, Carbon Offsetting and Reduction Scheme for International Aviation (CORSIA) (Annex 16, Volume IV to the Convention on International Civil Aviation) (SARPS) and Environmental Technical Manual (Doc 9501), Volume IV, Procedures for demonstrating compliance with the Carbon Offsetting and Reduction Scheme for International Aviation (CORSIA).
4.1.3On satisfactory completion of assessment by ANSI and on timely completion of the program requirements, the applicants will be accredited to ISO 14065 for the verification of aviation emissions in accordance with the CORSIA.
4.2Requirements.
4.2.1The following approach shall be taken for VVBs seeking to be accredited for the ICAO CORSIA program:
a)ANSI-accredited VVBs shall apply for an extension of scope by submitting the Application for Accreditation for ICAO CORSIA (GHG-FR-713) and supply all required supporting documentation. An assessment shall be conducted of the documentation provided. The assessment shall confirm that the verification body has identified the key requirements, provided adequate training and qualification processes for personnel, and addressed the requirements above in 4.1.3 in their management system and verification process. The accreditation will be qualified subject to a witness assessment.
b)Organizations that are not currently accredited for ISO 14065 may apply but will be subject to a full initial assessment against ISO 14065, ISO 14064-3 and CORSIA.
