1Objective
1.1The objective of this notice is to provide clarification on the use of the ANSI GHG accreditation symbol and reference to ANSI accreditation for validation and verification of GHG assertions.
2Definitions
2.1GREENHOUSE GAS PROGRAM: Voluntary or mandatory international, national or sub-national system or scheme that registers, accounts or manages GHG emissions, removals, greenhouse gas emission reductions, or greenhouse gas removal enhancements outside the organization or GHG project (per ISO 14064-3:2006 – Greenhouse gases – Part 3: Specification with guidance for the validation and verification of greenhouse gas assertions).
2.2VALIDATION: Systematic, independent and documented process for the evaluation of a greenhouse gas assertion in a GHG project plan against agreed validation criteria (per ISO 14064-3:2006).
2.3VERIFICATION: systematic, independent and documented process for the evaluation of a greenhouse gas assertion against agreed verification criteria (per ISO 14064-3:2006).

4Notice
4.1ANSI has received inquiries from its stakeholders regarding its position on validation and verification statements issued for ISO 14064-1 and ISO 14064-2 type assertions in the absence of a GHG program. The purpose of this notice is to clarify ANSI’s scope of accreditation as well as its position on use of the ANSI accreditation mark and a VVB’s reference to accreditation for such GHG assertions.
4.2Part 1: ISO 14064-1 accredited verification statements.
4.2.1ISO 14064-1 type statements are often made in conjunction with a GHG program such as TCR’s General Reporting Protocol or WRI’s Corporate Reporting Protocol. In the absence of a GHG program, any accredited verification against ISO 14064-1 must conform to ISO 14065 and ISO 14064-3. All verifications completed under the ANSI accreditation are subject to review and assessment. ANSI allows the use of the ANSI symbol on such assertions when the verification is carried out in conformance with these requirements. If the GHG assertion is stating conformance to a GHG program, the requirements of the GHG program take precedence. The requirements of public procedure GHG-PR-727 shall apply to use of the ANSI accreditation symbol on such statements and also in communication related to the scope of accreditation. As detailed in GHG-PR-727, use of the ANSI symbol shall only be used on verifications for which the VVB is accredited by ANSI. For example, if a VVB is accredited for verification of organization level assertions for Group 1 – General, it shall not make reference to or use the ANSI symbol on assertions for Group 5 – Mining and Mineral Production.
4.3Part II: 14064-2 accredited validation and verification statements.
4.3.1Use of the ANSI accreditation symbol on ISO 14064-2 based assertions in the absence of a GHG program are prohibited. The scopes of accreditation for validation and verification of project assertions are detailed in GHG-PR-706. As with organization level assertions, the requirements of GHG-PR-727 apply. In addition, ANSI shall not accept for the purpose of granting accreditation the validation of project methodologies. Use of the ANSI symbol or communication that implies that a VVB is ANSI accredited to validate project methodologies is prohibited.
4.4Part III: ISO 14066 and ISO 14067.
4.4.1ISO standards currently under development are ISO 14066 and ISO 14067. The former will specify competence requirements for validation teams and verification teams for the benefit of GHG program administrators, regulators and validation and verification bodies. The latter will provide requirements for quantification and for an organization choosing to communicate a CFP (Carbon footprint of a product). Regarding ISO 14066, following its publication, ANSI will allow for an implementation period for all accredited bodies. This announcement will be posted once ISO 14066 is published. Currently, ANSI does not offer an accreditation program for certifiers of carbon footprint of products and carbon neutral declarations. The use of the ANSI symbol on such statements is prohibited.
4.5ANSI Accreditation for the Purpose of GHG Program Recognition.
4.5.1GHG programs may require that validation and verification bodies hold ISO 14065 accreditation or be applicants in the process of becoming accredited for the purpose of becoming recognized or approved for a GHG program. Any claim regarding “accreditation” or “recognition” by a GHG program shall not bear the ANSI symbol or make reference to ANSI accreditation unless there is specific reference to the activities and scopes for which it is ANSI accredited as per public procedure GHG-PR-727. Use of the ANSI symbol or reference to accreditation for a GHG program without specific reference to the specific scopes for which it is accredited is prohibited.
4.6Parties seeking clarification on this notice or on the requirements of PR-GHG-727 may submit a request for clarification or may submit a request regarding proposed language for review by ANSI staff.
