IC Guidance on RSS and BETS standards

1.1The objective of this notice is to provide IC guidance on RSS and BETS standards.
2.1Broadcasting Equipment Technical Standards (BETS)- Technical Standards for Spectrum Management and Telecommunications
2.2Radio Standard Specifications (RSS)- Specified Requirements for Radio equipment for Industry Canada Radio Certification.

4.1The Canadian regulatory authority, IC, has provided guidance via the US designating authority, NIST, regarding how to apply the requirements in CB-02, Clause 5.1g.
4.1.1Specifically, NIST has provided ANSI with the following statements:
a)IC has provided the following clarification regarding the inclusion of issue numbers and dates on the ISO/IEC 17025 Scope of Accreditation used in support of the ISO/IEC 17065 certification:
1)For the RSS and BETS standards, the issue numbers and dates are not required to be included on the ISO/IEC 17025 Scope of Accreditation.
2)However, if the issue numbers and dates are not on the Scope, a separate list of this information must be maintained and the AB must confirm the version of the standards against which the laboratory was assessed.
4.1.2To implement this requirement, ANSI will review the ISO/IEC 17025 scope of the TCB's associated laboratory to determine if the issue number and date for each standard are included in the certificate. If the issue numbers and dates are not included on the ISO/IEC 17025 accreditation certificate, a separate list of the standards to which the laboratory is accredited along with their issue numbers and dates shall be provided by the TCB during the ISO/IEC 17065 assessment. This list shall be signed by the ISO/IEC 17025 accrediting body.
4.2Additionally, IC has recently provided further clarification, through NIST, regarding whether amendments, addendum, etc., to standards in the Category I Equipment Standards List are required to be specifically listed on the TCB's associated laboratory's ISO/IEC 17025 scope.
4.2.1Specifically, IC has stated that:
a)The list or the scope should include the alpha-numeric reference to the RSS and all issue information included in the Category I List of RSSs.
For example for RSS-181: RSS-181 Issue 1, April 13, 1971 Amendment, July 1987
4.2.2To implement this requirement, when ANSI is reviewing the ISO/IEC 17025 scope of the TCB's associated laboratory, ANSI will determine if the certificate or list contains specific entries for all amendments, addendum, etc., along with their issue numbers and dates, as appropriate.
