ANSI Accreditation – U.S. FDA Food Safety Modernization Act (FSMA)

The American National Standards Institute (ANSI) is a recognized accreditation body under the U.S. Food and Drug Administration (FDA) Food Safety Modernization Act, or FSMA.

ANSI accreditation will support those seeking FSMA compliance for both the Foreign Supplier Verification Program (FSVP) – which requires importers to verify that the food they import meets U.S. safety standards – and the Voluntary Qualified Importer Program (VQIP), a fee-based program that will allow for expedited review and importation for those who achieve and maintain a safe and secure supply chain.

FSMA empowers FDA to take proactive steps to prevent the sale, distribution, and consumption of tainted food products by recognizing accreditation bodies – like ANSI – to assess the competence of food safety inspection organizations according to the international standard, ISO/IEC 17065. The goal is to create a food safety system that focuses upon preventing contamination rather than reacting to problems that have already occurred.

ANSI’s FSMA Gap Analysis

In May 2016, ANSI launched a FSMA gap analysis program to gauge the readiness of ANSI-accredited certification bodies to meet the FDA’s requirements. ANSI submitted its final FSMA gap analysis report to the FDA in May 2017.

ANSI has offered product certification accreditation for over forty years, and currently has 34 accredited product certification bodies with a scope related to food safety. Of these 34, 12 participated in the voluntary gap analysis program to assess their readiness to implement the FSMA final rule.

The ANSI report includes a helpful table that maps clauses in ISO/IEC 17065 to parallel FSMA clauses. The report also offers a number of comments and clarification requests for FDA to consider as the agency moves forward with FSMA implementation. And the report includes opportunities for improvement for product certification bodies to consider should they wish to operate under the FSMA scheme.

Accreditation for Food Safety

ANSI applauds the FDA’s recognition of the value of accredited food safety audits and certifications, which provides the best and fastest opportunity to bolster the safety of the food supply in the U.S., as private third-party food safety audits can reach beyond our borders.
