Ramona Saar is program manager for the National Institute of Standards and Technology (NIST) Telecommunications Mutual Recognition Agreements (MRA) program and National Voluntary Conformity Assessment Systems Evaluation (NVCASE) program. In this role, she has demonstrated outstanding leadership and professional excellence in implementing the U.S. government’s standards and conformity assessment responsibilities under domestic programs and international trade agreements for telecommunications equipment.

At NIST, Ms. Saar oversees the U.S. Designating Authority for multiple electromagnetic compatibility (EMC) and telecom MRAs, including those with the Asia-Pacific Economic Cooperation (APEC), the Inter-American Telecommunication Commission (CITEL), the EU, Japan, and Mexico. Her responsibilities include administering the existing telecom MRA program for U.S. laboratories and product certifiers for FCC-regulated radio and telecommunications devices. She oversees the evaluation of U.S. accreditation bodies used to support telecom MRAs, and works to negotiate new MRAs. The programs she leads have decreased redundancy in conformity assessment and reduced the time to market for U.S. manufacturers, making the U.S. more competitive globally, and have resulted in the creation of new opportunities for U.S. conformity assessment organizations.

She also coordinates and works directly with the Office of the United States Trade Representative (USTR) as well as the Federal Communications Commission (FCC) to negotiate conformity assessment requirements, ensuring a level playing field for U.S. industry.
