Interested Parties Should Contact ANSI by March 19
The International Organization for Standardization (ISO) Technical Management Board (TMB) recently agreed to establish an ISO advisory group (AG) on smart cities. As the U.S. member body to ISO, the
American National Standards Institute (ANSI) is currently seeking nominations of subject area experts to represent the U.S. on this new AG. Candidates from a broad range of stakeholder categories including the construction, transportation, energy, and information and communication technology (ICT) sectors, as well as from city authorities and service providers, are invited to submit nominations. All nominations must be received by ANSI by
Wednesday, March 19, 2014.
The British Standards Institution (BSI), the United Kingdom's member body to ISO, has been assigned to lead the AG, and invited to identify a chair for the group. Secretariat support for the AG will be provided by the ISO Central Secretariat (ISO/CS).
The new AG was created with the following mandate:
- To propose a clear working definition of smart cities;
- To develop a description of the smart cities landscape and identify the aspects of the smart city concept that are most relevant to ISO;
- To review the existing initiatives and standards activity in ISO;
- To develop a gap analysis to identify areas for standards development in ISO and areas for collaboration with other standards bodies; and
- To coordinate ISO input, and nominate experts, to the International Electrotechnical Commission (IEC) Standardization Management Board (SMB) Systems Evaluation Group on Smart Cities (IEC/SEG1).
The TMB has asked the new AG to work closely with smart cities-related bodies established by a number of international and regional standards bodies in order to promote a holistic approach to this important subject area. As part of this collaborative approach, the AG will:
- Engage with the leadership of the IEC/SEG1, the International Telecommunication Union Telecommunication Standardization Sector (ITU-T) Strategic Group 5 (SG5) Focus Group on Smart Sustainable Cities (FG SSC), the ISO/IEC Joint Technical Committee (TC) 1, Information technology (JTC1) Study Group on Smart Cities (JTC 1/SG1), the European Committee for Standardization (CEN) / European Committee for Electrotechnical Standardization (CENELEC) / European Telecommunication Standards Institute (ETSI) Smart and Sustainable Cities and Communities Coordination Group (SSCC-CG);
- Cooperate with the groups identified above to avoid duplication of efforts on international standards activity on smart cities;
- Propose a suitable mechanism to enable high level strategic mapping with IEC and ITU; and
- Make efforts to hold AG meetings in conjunction with the above groups, whenever possible.
In light of the broad range of stakeholders that should be engaged in this activity, the AG has invited:
- ISO TMB members to nominate experts from those stakeholder groups and relevant International Organizations, by March, 28 2014;
- The leadership, with the support of ISO/CS, to review the nominations received and select the relevant experts, ensuring that the group be limited in size to ensure effectiveness whilst ensuring all stakeholders are represented; and
- Representatives of the IEC/SMB SEG1, ISO TC 268, Sustainable development in communities, JTC1, ITU-T SG5 and CEN/CENELEC/ETSI initiatives may be engaged as liaisons.
According to the terms of its establishment, the new AG will:
- Be created by mid April 2014;
- Deliver its initial progress report at the June TMB meeting (including composition of the AG and suggested target dates for the delivery of the points of its mandate);
- Deliver a progress report at each TMB meeting; and
- Deliver its final report to the TMB's September 2015 meeting
