People on the Move spotlights trailblazers in standardization, highlighting their latest achievements, advancements, and contributions to the standards community.

The Aerospace Industries Association, an organizational member of the American National Standards Institute (ANSI), has announced two high-level appointments to its senior leadership team. Francis X. ‘Chip' Sheller has been named vice president of communications, and Richard Efford has been named vice president for legislative affairs.

Mr. Sheller brings AIA more than 20 years of experience in strategic communications, most recently serving as vice president for communications and government relations with Thales USA, Inc., an aerospace and defense company. Prior to joining Thales, he represented clients including Lockheed Martin Corporation, L-3, and the Nuclear Energy Institute as senior vice president at Hill & Knowlton, Inc. He is a graduate of Georgetown University.

Mr. Efford has a decades-long background working for congressional committees and government relations firms. For more than twenty years he served as a professional staffer on the U.S. House of Representatives Appropriations Committee. He led committee staff in crafting appropriations legislation for the Transportation Department and was personally responsible for Federal Aviation Administration, U.S. Coast Guard, and Transportation Security Administration appropriations, and also oversaw elements of the Navy budget. For his efforts on the Appropriations Committee, Mr. Efford received the Navy Comptroller's Meritorious Service Award, the Transportation Department's Inspector General's Appreciation Award, and the Coast Guard Distinguished Public Service Award.

Mr. Efford most recently was a partner at Flagship Government Relations, Inc., where he focused on defense, homeland security, and transportation issues. He holds a bachelor of arts degree from the College of William & Mary and a master's in public administration from the University of Minnesota.

AIA represents the nation's leading manufacturers and suppliers of civil, military, and business aircraft, helicopters, unmanned aircraft systems, space systems, aircraft engines, missiles, materiel, and related components, equipment, services, and information technology.


ANSI organizational member the Advanced Medical Technology Association (AdvaMed) has announced the appointment of Duane Wright as vice president of government affairs. He will oversee the association's advocacy efforts regarding health care legislation and regulatory affairs.

Prior to joining AdvaMed, Mr. Wright served as vice president of government relations for the Glover Park Group. He provided advocacy and advisory services for clients in various sectors of the health care industry, including medical devices and health insurance. He previously served as vice president of federal affairs at America's Health Insurance Plans. He also has served in a number of capacities on Capitol Hill, including in the offices of Sen. Tom Carper (D-Del.) and former Rep. Jim Davis (D-Fla.).

Mr. Wright is a graduate of the University of North Carolina at Chapel Hill and earned his juris doctor from George Washington University Law School.
