People on the Move highlights the career advancements of high-level trailblazers working professionally in diverse areas of standardization, contributing every day to the strength and success of the U.S. standards and conformance community.

IEEE, a member and accredited standards developer of the American National Standards Institute (ANSI), has announced that Stephen Welby will be its next executive director and chief operating officer, effective January 2, 2018.

Previously, Mr. Welby was the U.S. assistant secretary of defense for research and engineering. He led one of the world's largest research, development, and engineering organizations as chief technology officer for the U.S. Department of Defense, and has technical expertise in the development of aeronautical and space systems, robotics, machine learning, high-performance software, and sensor systems.

"Stephen Welby has the experience and passion to lead IEEE into the future," said Karen Bartleson, IEEE president and CEO. "He is a dynamic leader with a strong commitment to IEEE's mission. Working in collaboration with the Board of Directors, Stephen will help ensure that IEEE is universally recognized as the voice of the global technical community and an essential contributor to the development and implementation of emerging and disruptive technologies."

The National Council of State Boards of Nursing (NCSBN), an ANSI member and accredited standards developer, has named Philip Dickison as its chief officer, operations and examinations. In this role, Dr. Dickison will oversee the programs and services of NCSBN's examinations, marketing and communications, performance measurement and standards setting, member relations, and human resources departments.

Dr. Dickison has over 30 years of experience in the certification and licensure community. Prior to assuming this position, he was NCSBN's chief officer of examinations. Dr. Dickison was previously the director of health professions testing at Elsevier, Inc., and the associate director at the National Registry of Emergency Medical Technicians. He also spent 11 years serving in the U.S. Air Force as a medical service specialist.

"Dr. Dickison is a unique and extremely talented individual who through translating his expertise in measurement across the wider organization will help us improve our operational performance, service to our members and assist us in pursuing regulatory excellence," said David Benton, NCSBN CEO.
