The North American Electric Reliability Corporation (NERC), an organizational member and accredited standards developer of the American National Standards Institute (ANSI), has announced a number of appointments to the organization's executive team.

Mark Weatherford has been named vice president and chief security officer. In this role, he will direct the critical infrastructure protection and cyber security program, and serve as the single point of contact for the industry and government stakeholders seeking to communicate with NERC on cyber and infrastructure security matters.

Mr. Weatherford was recently named CSO of the year by SC Magazine. He previously served as the director and chief information security officer in the State of California's Office of Information Security, establishing the state's first official IT security plan and strategy. Prior to that he served as chief information security officer for the State of Colorado, where he worked with the state legislature to establish Colorado's first security program.

Mr. Weatherford began his career as a Naval Cryptologic Officer, leading the Navy's Computer Network Defense operations and the Naval Computer Incident Response Team. He has a bachelor's degree from the University of Arizona and a master's degree from the Naval Postgraduate School.

Thomas Galloway has joined NERC as senior vice president of reliability performance. Mr. Galloway was most recently interim chief executive officer of the SERC Reliability Corporation and before that served as vice president and director of compliance. He will lead three divisions at NERC: standards, compliance operations, and operations and engineering.

Mr. Galloway has a bachelor's degree in engineering from the State University of New York Maritime College and a master's of science in management from Rensselaer Polytechnic Institute.

Herbert Schrayshuen has been named vice president and director of standards, reporting to Mr. Galloway. Mr. Schrayshuen brings a diverse technical and regulatory background from his prior roles with American Electric Power, Niagara Mohawk, and National Grid. His experience includes state and federal regulatory relations, power system planning, engineering, asset management, and reliability compliance. Most recently, Mr. Schrayshuen served as director of reliability assessment at SERC.

NERC's mission is to ensure the reliability of the bulk power system in North America. To achieve that, NERC develops and enforces reliability standards; assesses adequacy annually via a ten-year forecast and winter and summer forecasts; monitors the performance of the bulk power system; audits owners, operators, and users for reliability preparedness; provides lessons learned to the industry to improve reliability; and educates, trains, and certifies industry personnel.


ANSI organizational member the Aerospace Industries Association (AIA) has announced the appointment of Todd D. Sigler as assistant vice president of civil aviation. He will be responsible for civil aviation issues and policy related to the environment, research and development, aviation infrastructure, and safety and security.

Mr. Sigler previously worked at Cirrus Aircraft in a variety of positions, most recently as vice president of manufacturing support and process engineering. Prior to Cirrus, he spent eight years with Cessna Aircraft Company as a customer solution manager, a senior air safety investigator, and a production support engineer and was a liaison engineer with Raytheon Aircraft (now Hawker Beechcraft). He holds a bachelor's degree in aviation technology, a master's degree in aviation safety, and a private pilot's license.

AIA is a trade association for the U.S. aerospace and defense industry, representing manufacturers and suppliers of civil, military, and business aircraft, helicopters, unmanned aircraft systems, space systems, aircraft engines, missiles, materiel, and related components, equipment, services, and information technology.
