Emily Bremer of ACUS Publishes Paper in Support of a Collaborative Approach to IBR Issues
A paper by Emily S. Bremer, attorney advisor for the Administrative Conference of the United States (ACUS), to be published in the Harvard Journal of Law and Public Policy, urges a collaborative solution to the public access issues that may arise when copyrighted standards are incorporated by reference (IBR) into regulations. The article urges government agencies to work together with standard developers and use technological solutions to make incorporated materials more available while preserving the value of the copyright.

Ms. Bremer recently served as the panel moderator for The American National Standards Institute (ANSI)'s 2012 Legal Issues Forum: Incorporation by Reference, Reasonable Availability, and Copyright, in Washington, DC, on October 10, part of the World Standards Week 2012 series of events. Her paper, entitled "A Clash of Modern Regulatory Policies: Incorporation by Reference in an Open Government Age," is available for free download here.

PHI Protection Network Offers Free Webinars for All Health IT Stakeholders
In March 2012, ANSI, via its Identity Theft Prevention and Identity Management Standards Panel (IDSP), in partnership with The Shared Assessments Program, and the Internet Security Alliance (ISA), released The Financial Impact of Breached Protected Health Information: A Business Case for Enhanced PHI Security. The report called for enhanced security to safeguard protected health information (PHI); in response, a core group of contributors to the report have launched the PHI Protection Network (PPN).

The mission of the PPN is to encourage the use of a methodology to assess and mitigate security risks; increase awareness of and investment in solutions that improve PHI security; and build a network of PHI Protectors and other key influencers in the public and private sector to share best practices and accelerate success in improving PHI security.

The PPN invites all stakeholders to get informed about PHI security via a video introduction and a series of free webinars on the following topics:

  • PHI Security: A Perspective from the Hill
  • The Threat Is Real - Threats Facing the Healthcare Ecosystem
  • Getting the Internal Support and Resources to Protect PHI

In addition, the first annual PHI Protection Workshop on March 12-13, 2013, in Boston will offer PHI protectors from the U.S. healthcare industry the opportunity to gain insights and share perspectives on building, presenting, and defending a business case for PHI security initiatives tailored to their enterprise. SHRM-Achieve Survey Shows Education and Training Are Key to Future Employment
A recently published survey from ANSI member the Society for Human Resource Management (SHRM) and Achieve shows that technical and educational requirements are rising across job categories. HR professionals reported increased needs for employees with specific technical requirements, more STEM-related jobs, and a higher overall education level required for most jobs. Respondents also predicted even further increases in these needs in the next 3 to 5 years.

In addition, the survey showed a decrease in the number of entry-level jobs available across industries as compared with 10 years ago, and an expectation for continued reduction. Respondents said that education and training - including post-secondary certificate programs, job-specific training, and employer-sponsored professional development, in addition to associate's, bachelor's, and advanced degrees - can correct the job skills mismatch.
