March ANSI Caucus: Standards and the American Competitiveness Initiative

On Friday, March 2, 2007, the ANSI Caucus will feature Dr. Celia Merzbacher, assistant director for technology research and development at the Office of Science and Technology Policy (OSTP) in the Executive Office of the President. Dr. Merzbacher will discuss the role of standards within the context of the American Competitiveness Initiative—President George W. Bush’s program to bolster scientific innovation in the United States and increase the nation’s ability to compete in the global economy. In large part, the success of the program will depend on a healthy standards process that supports the transition of research into practical and commercial applications.

In her role at the OSTP, Dr. Merzbacher is responsible for science and technology matters pertaining to nanotechnology, intellectual property and technology transfer, standards and manufacturing. Dr. Merzbacher also serves as executive director of the President’s Council of Advisors on Science and Technology (PCAST), a high-level advisory body to the President on science and technology issues.

Prior to joining OSTP, Dr. Merzbacher served on the staff of the Naval Research Laboratory (NRL) in the NRL Technology Transfer Office, where she was responsible for intellectual property management and the negotiation of licenses and cooperative research and development agreements. Dr. Merzbacher also holds a number patents for advanced optical materials that she developed as a research scientist at NRL.
