ITU Forms Focus Group to Advance Internet TV Standards

The International Telecommunication Union (ITU) has formed a focus group to lead standardization efforts for Internet Protocol Television (IPTV)—a system by which digital television content is delivered via a broadband connection. Offering a “triple play” of high-speed Internet, television, and telephone service, IPTV enables an interactive television experience in which viewers can participate in audio conferencing and video conversation. Previously hampered by the slow speeds of dial-up connections, IPTV technology is expected to expand rapidly due to the widespread use of broadband service in households worldwide.

The IPTV Focus Group was established in response to industry calls for standards that would support the growing market. At ITU’s Telecommunication Standardization Sector (TSB) meeting held in Geneva earlier this month, more than 100 information and communication technology experts agreed that international standards were needed to advance IPTV technology and to prevent market fragmentation.

The objective of the IPTV Focus Group is to coordinate and promote the development of international standards that will ensure interoperability and quality of service while encouraging industry innovation and competition. The group will build upon the existing standardization efforts of ITU’s various study groups, as well as the work of other standards development organizations, fora, and consortia.

The IPTV will give particular emphasis to:

  • defining the requirements and framework architecture of IPTV
  • coordinating existing standardization activities
  • harmonizing the development of new standards
  • encouraging interoperability with existing systems
  • performing gap analysis of existing standards and ongoing works

The meetings of the IPTV Focus Group will be open to ITU members and associates, as well as to any individual from a country which is a member of ITU. The first meeting of the IPTV Focus Group is tentatively scheduled to be held June 5-9, 2006, in Ottawa, Canada.
