People on the Move spotlights trailblazers in standardization, highlighting their latest achievements, advancements, and contributions to the standards community.

IEEE, an accredited standards developer and member of the American National Standards Institute (ANSI), has appointed Konstantinos Karachalios, Ph.D., as managing director of the IEEE Standards Association (IEEE-SA). In this role he will also serve as a member of the IEEE Management Council.

Dr. Karachalios previously served for 25 years with the European Patent Office (EPO), most recently in external relations with a focus on public policy issues in areas that include ICT standards and emerging technologies. He was responsible for EPO relationships with international and intergovernmental organizations, including serving as a liaison to standards setting bodies and in the capacity of envoy to a number of United Nations organizations.

In his earlier roles at EPO, he served as head of the International Academy and manager of the International Technical Cooperation for Africa and the Middle East. He was also a scenarios analyst and co-editor of the EPO book Scenarios for the Future: How might IP regimes evolve by 2025? What global legitimacy might such regimes have? He contributed to repositioning many important issues surrounding intellectual property, reframing the way in which intellectual property issues are debated in the global arena, and initiating and coordinating strategic responses to the challenges raised by those discussions.

Dr. Karachalios earned a master's degree in mechanical engineering and a Ph.D. in energy engineering (nuclear reactor safety) from the University of Stuttgart.


ANSI accredited standards developer and organizational member the Consumer Electronics Association (CEA) has named Jeffrey Joseph as senior vice president of communications and strategic relationships. Mr. Joseph is returning to CEA from the Biotechnology Industry Organization (BIO), where he became vice president of communications in 2006. He previously served as CEA's vice president of communications from 1998 to 2006.

At BIO, Mr. Joseph was responsible for the development and implementation of strategic communications and media outreach campaigns to support BIO's public policy advocacy agenda. In his prior role at CEA, he managed communications and served as a primary spokesperson for the consumer electronics industry including the International CES®, public policy issues and member products.

Earlier in his career he served as senior vice president of public affairs at Ogilvy Public Relations Worldwide/Washington, designing and managing comprehensive communications and media outreach campaigns. He began his career in communications at the World Resources Institute, a non-profit policy research center in Washington.

Joseph has also served as a media consultant and speechwriter for Sharon Pratt Kelly, mayor of Washington, D.C., from 1991 to 1995. He holds a bachelor's degree in religion from Princeton University.
