On September 17, 2012, the American National Standards Institute (ANSI) and the U.S.-China Business Council (USCBC) jointly supported a U.S.-China Conformity Assessment Program (CAP) Roundtable discussion - organized by the U.S. Department of Commerce (DOC) - that examined policies connected to the China Compulsory Certification (CCC) program. The discussion included representatives of the Certification and Accreditation Administration of China (CNCA), the China Quality Certification Center (CQC), and DOC, as well as industry figures.
Experts from CNCA discussed a number of new developments involving certification, including an August 2012 announcement that some categories of products would no longer be required to seek CCC certification before being placed on the market. CNCA also told members of the roundtable that, in response to requests from various stakeholders, CNCA had ordered a risk assessment, intended to determine the strictness of the certification procedures for each product covered by the CCC program. The risk assessment results are expected by the end of the year.
Participants in the roundtable discussed issues related to industry involvement in Chinese technical committees (TCs). CNCA reaffirmed that it seeks to ensure that industry representatives would make up 30-40% of each technical committee. About 10% of CNCA's total pool of technical experts are representatives of foreign industry, according to CNCA.
The CCC program is a top priority of ANSI members, and a frequent topic discussed by the ANSI Manufacturer Member Roundtable in China. In June, a CNCA delegation met with representatives of ANSI and participated in a seminar, hosted by the DOC, which included a discussion of the CCC program, perspectives on certification in the U.S., and opportunities for foreign conformity assessment bodies in China.
