People on the Move spotlights trailblazers in standardization, highlighting their latest achievements, advancements, and contributions to the standards community.

NSF International, an American National Standards Institute (ANSI) member and audited designator, has appointed George Toscano as its new senior director of quality systems, pharmaceuticals, biotech and biologics. In his new position, Mr. Toscano will help companies in the biotech, pharmaceutical, and related sectors establish regulatory and quality compliance strategies, among other duties.

Mr. Toscano previously served as the president of George Toscano Consulting Inc., as a principal consultant for Quintiles, and as a consultant for Becker & Associates Consulting Inc. He also held positions at Phopharma Inc., Mankuta Gallagher & Associates, Abrika Pharmaceuticals, Biovail, Noven Pharmaceuticals, and Aveva Drug Delivery Systems. Mr. Toscano received his bachelor of science degree in biology from the University of Central Florida, and his MBA in international business from Florida Atlantic University.

NSF International is a non-profit organization dedicated to the protection of food, water, and indoor air through standards development, product certification, education, and risk-management for public health, safety, and protection of the environment.


ANSI organizational member the National Restaurant Association recently announced the hiring of Jim Higgins as its new vice president of payments and financial services. In this new position, Mr. Higgins will provide oversight of the association's financial services and related products.

Prior to joining the National Restaurant Association, Mr. Higgins worked as the director of prepaid products for Wal-Mart Stores Inc. During his more than 35-year career in financial services, Mr. Higgins also held high-level positions at Vantiv, US Bank, Discover Card, and Fifth Third Bank. He received his bachelor of science degree in business administration from the University of Wisconsin.
