NERC Seeks Experts to Refine the Nation’s Mandatory Electric Reliability Standards

The North American Electric Reliability Corporation (NERC)—the certified Electric Reliability Organization (ERO) for the United States—is soliciting the participation of industry experts in the further development of standards that will form part of the nation’s mandatory electric reliability standards.

A member and accredited standards developer of the American National Standards Institute (ANSI), NERC was certified as the ERO last July by the Federal Energy Regulatory Commission (FERC). In this capacity, NERC will have legal authority to enforce a set of reliability standards on all owners, operators, and users of the nation’s bulk electric system.

Specifically, NERC is seeking individuals to serve on standard drafting teams that will refine proposed standards related to facility ratings and vegetation management. In both cases, the purpose of the revisions will be to ensure that the standards provide an adequate level of reliability for the North American bulk power systems and are enforceable as mandatory reliability standards with financial penalties.

The standards to be revised are among a set of 107 proposed reliability standards for which NERC is awaiting FERC approval. The standards define reliability requirements for planning and operating the North American bulk power system and address such issues as critical infrastructure protection, interconnection reliability, telecommunications and emergency preparedness. A FERC notice of proposed rulemaking issued in October proposed that 83 of the proposed standards be approved as mandatory reliability standards. Approved reliability standards are expected to be enforced beginning in June 2007.

Individuals with relevant experience who are interested in participating should submit the appropriate nomination forms for the facility ratings and vegetation management projects to NERC ( by January 29, 2007.
