ANSI Seeks Comments on Proposal for New ISO Field of Activity

The U.S. Department of Energy (DoE) has submitted a proposal to the American National Standards Institute (ANSI) for a new International Organization for Standardization (ISO) field of technical activity on the subject of energy management systems standards (MSS).

According to the DoE proposal, the growing global constraints on energy supply and the significance of energy efficiency in mitigating greenhouse gas emissions deem advancements in energy management system standards necessary. The purpose of the MSS is to provide organizations with an international standard specification and guidance document in the area of energy management.

The proposal encompasses standardization in the field of energy management including energy supply; procurement practices for energy using equipment and systems; energy use; and any use-related disposal issues. The new standard will address measurement of current energy usage, and implementation of a measurement system to document, report and validate continuous improvement in the area of energy management.

The standard will build on the framework of national standards such as ANSI MSE 2000:2005, A Management System for Energy, and will support the continual improvement approach utilized in ISO 9001 and ISO 14001. The energy management standards will seek to reduce costs, provide a practical approach to improving energy efficiencies, and identify potential improvements to an organization's environmental footprint by combining both the technical and strategic management aspects of energy management.

As the official U.S. member of the ISO, ANSI is seeking comments on the DoE proposal from all affected U.S. stakeholders. The input will be used to formulate the U.S. position on the proposal, which will be presented to the ANSI ISO Council in preparation for the council’s recommendation to ISO.

Interested parties are invited to review DoE’s proposal and justification study, and submit comments to Steven Cornish, ANSI director of international policy (, by close of business on Friday, July 20, 2007.
