China Announces Reform of Its Compulsory Certificate Program

Adjustments Made to the CCC-Certificate Catalogue and Its Implementation

China's newly established State Administration of Market Regulation (SAMR), which includes the General Administration of Quality Supervision, Inspection, and Quarantine (AQSIQ) as part of the Chinese government restructure, published a notice on June 15, 2018, announcing changes to the China Compulsory Certificate (CCC-Certificate) program. A reference translation of this notice is as follows:

"In order to deepen the reform in China Compulsory Certificate (CCC-Certificate), enhance the main responsibility of the market, and further reduce institutional transaction costs, the State Administration for Market Regulation, based on The State Council's Decision on Enhancing the Establishment of the CCC-Certificate System and Promoting Total Quality Management (No. 3, Document of State Council, 2018), determines to make the following adjustments to the catalogue of CCC-Certificate and its implementation:

1. Removing CCC-Certificate management of some products. From the date of releasing this announcement, some products (see attachment 1*) are no longer subject to the CCC-Certificate management and their authorized certification agencies should cancel CCC Certificates which have been issued before. The CNCA (Certification and Accreditation Administration of the People's Republic of China) will cancel the designated business scope of CCC-Certificate of involved certification agencies and laboratories.

2. Allowing some products to choose self-declaration and self-evaluation. From Oct. 1st, 2018, some products (see attachment 2*) will be allowed to choose self-declaration/self-evaluation. Besides getting certified by authorized certification bodies (agencies), involved companies can prove that their products conform to the requirements of CCC-Certificate by conducting self-declaration and self-evaluation in the light of Implementing Rules of Self-declaration for CCC-Certificate Products (see attachment 3), and reporting conformity information to relevant departments."

The products no longer subject to CCC-Certificate management range from electric scissors, electric chain saws, and game consoles to motorcycle engines and wireless LAN products. Products allowed to go through self-declaration/self-evaluation include nominal-rated-voltage IT equipment, audio/video equipment, and a variety of welding machines, automotive interior parts, and car door locks.
