Chinese First Secretary Zhao to Keynote ANSI Annual Conference

Baoqing Zhao, First Secretary (Commercial) at the Embassy of the People’s Republic China, will serve as the keynote speaker at the American National Standards Institute’s Annual Conference, “East Meets West: Facing Challenges, Making Connections.” Mr. Zhao is responsible for handling treaties between the U.S. and the People’s Republic of China, especially regarding commodities such as agricultural and industrial products.

Mr. Zhao has 20 years of experience in animal and plant health management in China. He spent a year studying quarantine management as a visiting fellow at the Canadian Ministry of Agriculture in 1988-1989. From 1982 to 2001, he worked as a senior of Agronomist in the Chinese Animal and Plant Quarantine Administration within the Ministry of Agriculture. Later he served as a deputy director general in the Department for Science-Technology and International Cooperation within the Chinese General Administration of Quality Supervision, Inspection and Quarantine of the People’s Republic of China (AQSIQ). Between 1993 and 2001 he was involved in China’s WTO accessions negotiations as the leading negotiator for sanitary and phytosanitary matters.

The 2004 ANSI Annual Conference will offer a unique forum for standards and conformity assessment experts, manufacturers, business leaders and government representatives to delve into the nuances of commerce and trade in the Chinese market. Speakers and panelists will explore perspectives on China’s national standards system, the experience of American industry representatives of multinational companies working in China and the Asia Pacific region, as well as intellectual property rights and patent protection. The priorities of workers rights and non-tariff barriers to trade will also be examined. Finally, the Annual Conference will feature special panels on homeland and global security and international recognition of product certification in Asia and beyond.
