December ANSI Caucus to Feature House Homeland Security Committee Director

On Friday, December 2, 2005, the ANSI Caucus will feature Jessica R. Herrera-Flanigan, democratic staff director of the House Committee on Homeland Security. Ms. Herrera-Flanigan will provide an update on the work of the Committee, recent legislative initiatives (e.g., HR 1544, Sec 1807), implementation by the Department of Homeland Security (DHS) of the Support Anti-Terrorism by Fostering Effective Technologies (SAFETY) Act, and the need for a DHS technology strategy.

Ms. Herrera-Flanigan served in the previous Congress as counsel to the Select Committee on Homeland Security and coordinated the activities of the Subcommittee on Cybersecurity, Science, and Research and Development. Before joining the Select Committee, she served as senior counsel with the Computer Crime & Intellectual Property Section at the U.S. Department of Justice, where she led a team of prosecutors who specialized in network crimes. She was a prosecutor on numerous hacking and viruses cases, and one of the Department of Justice's leading experts on critical infrastructure protection, electronic evidence gathering and related procedural and Constitutional law, and international cybercrime.

Ms. Herrera-Flanigan also has served as a special assistant U.S. attorney in the D.C. U.S. Attorney's Office handling economic crime cases. She has written several articles and chapters on homeland security, cybercrime, and cybersecurity and has spoken on the topics to audiences around the globe. She has served as an adjunct professor at the Washington College of Law at American University and at the American Military University. Ms. Herrera-Flanigan is a term member of the Council on Foreign Relations. She has twice been named one of the 100 Most Influential Hispanics in the U.S. by Hispanic Business magazine.
