DGN Announces International Workshop Agreement on ISO 9001

Direccion General de Normas (DGN), Mexico's National Standards body and an ISO member, will be hosting a workshop for the preparation of an International Workshop Agreement (IWA) 2-Quality management systems - Guidelines for the application of ISO 9001:2000 on education.

The proposed scope of the workshop, which will be held October 18-20th in Acapulco, Mexico, is to prepare and provide guidelines for the voluntary application of ISO 9001:2000 in organizations offering educational services at all levels and disciplines, including special and adult education and distance and continuing education-including virtual and e-learning. These guidelines are not intended to add to or modify the requirements of ISO 9001:2000, but rather act as a guide for the application of ISO 9001:2000 quality management systems standard to education services organizations.

As Mexico's population has been growing exponentially over the years, so has its need for sufficient resources for proper education. According to a study by the National Program for Education, 32.5 million Mexicans over 15 years old have not concluded basic scholarship requirements, and it is estimated that 5.6 Mexicans are illiterate.

In its efforts to improve this educational situation, the National Committee for Standardization on Quality Management Systems (CONTENNSISCAL) created a Working Group to produce a Guidance Document for the application of ISO 9001:2000 to education service organizations. As Mexico's National Standards Body Member to ISO, DGN considered the worldwide interest in such a document, and submitted the proposal to organize a workshop with a view to the preparation of an IWA on the application of ISO 9001 to education-IWA 2-which was accepted by the ISO Technical Management Board.

"A proper education is a fundamental right for anyone, and a lack of resources and processes should not be the excuse to deny people this right," states Mark Hurwitz, ANSI president and CEO. "Standards are just good ideas unless processes and systems conform to them, and I encourage interested ANSI members to participate in this meeting and to share their expertise and experience in this field."

DGN is working in cooperation with both the National Committee for Standardization on Quality Management Systems (CONTENNSISCAL) and INLAC, the Latin-American Institute for Quality.

An IWA is the only type of document that can be published with an ISO logo that is developed outside the ISO technical committee structure though a workshop hosted by a National Member Body of ISO, such as DGN. The outcomes from the workshop on a particular topic can ultimately become an IWA. This is the second such occurrence of a workshop with the intent of developing an IWA, the first being a workshop hosted by CSA International and the Standards Council of Canada (SCC) with intent on developing guidelines for implementing ISO 9000 quality management systems in the healthcare sector.
