June ANSI Caucus to Address Personnel Certification


New York, May 18, 2006

On Friday, June 9, 2006, the ANSI Caucus will feature Steven C. Halsey, principal and co-founder of Halsey, Rains and Associates, LLC—a governmental relations and lobbying firm. Mr. Halsey will discuss topics of current interest to Congress relating to standards and personnel certification.

Mr. Halsey has twenty years of experience as a lobbyist and public advocate, and has represented numerous certification organizations. Mr. Halsey has also spoken as an expert witness before Congress and the U.S. court system on subjects relating to personnel certification. As a member of White House staff during the Reagan Administration, he served on presidential campaign and transition teams.

Mr. Halsey founded the Coalition for Professional Certification (CPC) in 1996. Under his leadership, the CPC spearheaded an initiative to add a personnel certification benefit to the Montgomery G.I. Bill, which contained the first federal standard defining valid personnel certification programs. The standard was authored by the CPC at the request of Congress.
