WTO Requests Comments for Triennial Review of Agreement on Technical Barriers to Trade

ANSI members encouraged to provide input

The interagency Trade Policy Staff Committee (TPSC) led by the US Office of the Trade Representative (USTR) is seeking public comment on the operation and implementation of the World Trade Organization’s (WTO) Agreement on Technical Barriers to Trade (TBT) to inform the U.S. position and approach.

Article 15.4 of the Agreement requires the WTO Committee on Technical Barriers to Trade (in which the United States is represented) to conduct a Triennial Review of the Agreement. This will serve as the third Triennial Review conducted by the TBT Committee since the inception of the World Trade Organization in 1995, and the Committee is obliged to conclude the review no later than the end of 2003.

The TBT Agreement disciplines the development and application of standards, technical regulations and conformity assessment procedures to prevent unnecessary obstacles to international trade. The text of the Agreement is available at http://www.wto.org.

A notice was published in the February 3, 2003 edition of the Federal Register and written comments are due by noon Friday, February 28. ANSI members are encouraged to share with ANSI comments submitted to the Office of the USTR in order to assist the Institute in formulating its comments, if any.
