Standards Alliance Workshop in Lima Focuses on Regulatory Decision-Making in the U.S. and Peru

On October 29-30, 2014, the Standards Alliance, a public-private partnership between the American National Standards Institute (ANSI) and the U.S. Agency for International Development (USAID), co-hosted a workshop in Lima, Peru, with the Peruvian Ministry of Foreign Commerce and Tourism (MINCETUR). The event focused on analytical tools for regulatory decision-making and regulatory impact assessment (RIA), among other related topics.

Over 70 representatives of Peruvian regulatory agencies attended the two-day workshop. The U.S. delegation comprised representatives from ANSI, the U.S. Trade Representative (USTR), the Office of Management and Budget (OMB) - Office of Information and Regulatory Affairs (OIRA), the U.S. Department of Agriculture (USDA), and the U.S. Environmental Protection Agency (EPA). Presenters from Peru included representatives from the Ministry of Economy and Finance (MEF), the Ministry of Production (PRODUCE), and the Ministry of Health - General Direction of Environmental Health (DIGESA).

Workshop attendees participated in an in-depth discussion of RIA, including the functions and tools of OMB-OIRA, the central coordinating authority for the U.S. regulatory process. To provide context to the issue, participants also discussed such topics as good regulatory practices and the use of standards in regulations. Representatives from USDA and EPA provided case studies on how RIA and risk assessment are carried out within those agencies. Representatives from MEF, PRODUCE, and DIGESA also shared their experiences with RIA.

RIA is widely recognized as a tool for increasing the transparency with which technical regulations are developed, a key goal of the Standards Alliance. Peru intends to enhance its use of RIA and has identified the topic as a priority to address under the program. The October workshop provided a valuable opportunity for participants to learn more about each side's current use of RIA, and share challenges, trends, and best practices. Looking ahead, experts will explore options to deepen this exchange through the Standards Alliance.
