ANSI's Senior Director of Credentialing Programs Publishes Article Identifying Framework for National Human Resource Development

Vijay Krishna, Ed.D senior director, credentialing programs, at the American National Standards Institute (ANSI), has published, "Developing a competency-based framework for National Human Resource Development," in the International Journal of HRD Practice, Policy, and Research, a peer-reviewed scholarly journal. The paper links education and employment by industry-recognized personnel certification and presents a credentialing framework that relies on industry-driven certifications to validate attainment of knowledge, skills and attributes.

Drawing upon his experience working with designing credentialing services, Dr. Krishna writes that performance-based assessments are integral to a competency-based education system and compares U.S. educational models and outcomes to other countries, noting that currently both developed and developing economies are facing varying degrees of skill shortages and skills-mismatch. The framework he presents includes different types of credentials from high-school diplomas to college degrees, certificates and certificationswhich are linked to various employment opportunities and a stronger economic outcome.

"Certifications are not meant to replace traditional educational programmes; instead, they offer an alternate pathway for career and professional development especially for students who are not able to afford the high cost of a university degree programme or want to benefit from the flexibility associated with certifications," Krishna explains.

"Dr. Krishna's framework provides a novel approach for the workforce and for national human resource development which we know has significant economic impact for the U.S," said Roy Swift, Ph.D., executive director of Workcred, an ANSI affiliate, which focuses on increasing the quality, market value, and effectiveness of credentials. "The publication of this framework is an important addition to scholarly literature and the body of knowledge in our field."

Dr. Krishna is a recognized expert in the field of personnel certification and accreditation. His responsibilities at ANSI include managing ANSI accreditation of personnel certification bodies under ANSI/ISO/IEC 17024 and the associated Conference for Food Protection Manager program, as well as the accreditation of training certificates under ASTM 2659.
