People on the Move spotlights trailblazers in standardization, highlighting their latest achievements, advancements, and contributions to the standards community.

The National Institute of Standards and Technology (NIST), part of the U.S. Department of Commerce (DoC), recently named James Olthoff, Ph.D., as the director of NIST's Physical Measurement Laboratory (PML). Dr. Olthoff will provide leadership in the oversight of the PML's operations, among other responsibilities.

Prior to being selected as the PML's new director, Dr. Olthoff served as the laboratory's deputy director of measurement services. Over the course of his 27-year career at NIST, he has also served as deputy director of its Electronics and Electrical Engineering Laboratory, and chief of its Applied Electrical Measurement Group's Quantum Metrology Division. Dr. Olthoff received his Ph.D. in physics from the University of Maryland.

NIST, a non-regulatory agency of the DoC, is tasked with promoting U.S. innovation and industrial competitiveness through the advancement of measurement science, standards, and technology in ways that enhance economic security and improve our quality of life. NIST plays an important role in coordinating standards and conformity assessment interests of U.S. federal government agencies.


The American Petroleum Institute (API), an American National Standards Institute (ANSI) organizational member and accredited standards developer, has promoted Stacy Linden to the position of general counsel. In this new position, Ms. Linden will provide legal advice and oversight for API.

Ms. Linden previously worked as API's managing counsel for legal affairs and as a litigation associate at several law firms in the Washington, DC, area. She also served as a law clerk for Glenn Harrell Jr., a member of the Maryland Court of Special Appeals. Ms. Linden received her bachelor of arts degree from Washington, DC's Catholic University of America and her law degree from Washington, DC's American University.

API is a national trade association representing the interests of more than 500 oil and natural gas companies. API members include oil and gas producers, refiners, suppliers, pipeline operators, marine transporters, and service and supply companies. The association provides advocacy, public outreach, research, standards development, certification, and education for the industry.
