People on the Move

People on the Move highlights the career advancements of high-level trailblazers working professionally in diverse areas of standardization, contributing every day to the strength and success of the U.S. standards and conformance community.

The National Fire Protection Association (NFPA), a member and audited designator of the American National Standards Institute (ANSI), has announced restructuring and new additions for its regional operations staff.

The department will now operate as a single team managed by Ray Bizal, regional operations director. Previously, regional representation was separate for public education and code support.

Meredith Hawes and Kelly Ransdell, formerly regional education specialists for NFPA's public education division, have been promoted to the role of regional directors for the regional operations team. They join Ray Bizal, Robbie Dawson, Robert Duval, Gary Honold, Gregory Cade, and Bob Sullivan. Each regional director is responsible for promoting and supporting the use of NFPA tools and resources, including standards, training, certification, and public education initiatives.

"These changes give our stakeholders across the United States a single point of contact for assistance with using NFPA resources to keep their communities safe," said Bizal. "I'm excited to bring this streamlined model to the stakeholders, making it easier for them to work with us. And I'm thrilled to have Meredith and Kelly join our team to help further NFPA's efforts in supporting jurisdictions as they work to best protect communities from fire and related hazards."

Russ Sanders, who formerly served as a regional director as well, is now working with NFPA's Metropolitan Fire Chiefs Association (Metro) Section.

LMI, an ANSI member, has appointed Doug Wagoner as its new president and CEO.

Mr. Wagoner brings with him more than 30 years of experience and leadership in federal information technology and management consulting. Prior to joining LMI, he was sector president at Science Applications International Corp (SAIC), where he oversaw company operations as well as 15,000 consultants and engineers, and the company's independent research and development and alliance programs. Previously, he was senior vice president of DSA Inc., and senior vice president at ChoicePoint (now LexisNexis).

Mr. Wagoner's leadership experience with technology companies covers sectors including data analytics, cybersecurity, digital transformation, logistics, training/simulation, and space services. He was named to FCW's Fed100 list for his contributions to reforming the security clearance process.

"From Doug's long history of public service, he has a sincere appreciation for LMI's legacy and our culture. He is passionate about our mission of improving the business of the federal government and is committed to our overall strategy," said Ken Krieg, LMI's board chair.

Lisa Carnahan, the associate director for IT standardization in the Information Technology Laboratory of the National Institute of Standards and Technology (NIST), an ANSI member, is a recipient of the Washington Academy of Sciences 2020 Leadership in IT Standards for Industry Award. She received the award for her national and international leadership in IT research and development for cybersecurity, privacy, health care testing infrastructure, standards, and conformance testing. In order to recognize scientific work of merit and distinction, the Washington Academy of Sciences gives awards annually to scientists who work in the greater Washington D.C. area.

Ms. Carnahan is responsible for developing programmatic strategies for standards engagement, understanding potential standards opportunities in emerging technologies, and promoting the benefits of standards adoption in the federal government and industry. She is the lead on conformity assessment aspects of the NIST Cybersecurity Framework and Privacy Framework and convenes the U.S. Interagency International Cybersecurity Standardization Working Group.
