The American Society of Civil Engineers (ASCE) 2025 Report Card awarded U.S. infrastructure its highest grade since the assessment program began in 1998. The new report also reveals overarching trends impacting the current state of infrastructure.
Using an ‘A to F’ school grading system, ASCE evaluated 18 infrastructure categories across the nation, examining both current conditions and future needs. The 2025 assessment introduced broadband as its newest category; eight existing sectors showed notable improvement from previous reports. While this year’s cumulative ‘C’ grade is an improvement over the ‘C-’ overall grade in 2021, nine categories remained within the ‘D’ range—a sign that more needs to be done to improve the health of America’s built environment.
The report also reveals several areas that continue to impact infrastructure, including aging infrastructure systems, federal and state investments (which were positive, but will need more time to reach full impact), and unreliable or unavailable data on key performance indicators.
“We have seen the difference investment can make in improving infrastructure,” said Feniosky Peña-Mora, 2025 ASCE president. “After releasing this report eight times, this is the first time for a ‘C’ grade, the highest ever awarded. While this showcases that investment leads to direct results, the job is not yet done. As the Report Card makes clear, there is still a great need for sustained investments. Delaying upgrades to our nation’s roads, bridges, transit, and utilities will cost families and businesses time and money, in addition to creating unsafe yet often avoidable situations.”
