People on the Move spotlights trailblazers in standardization, highlighting their latest achievements, advancements, and contributions to the standards community.

Carter Keithley, president and CEO of the Toy Industry Association (TIA), an American National Standards Institute (ANSI) member and accredited standards developer, recently announced plans to retire from his position next year. Following his announcement, TIA's board of directors announced the formation of a transition committee tasked with collaborating with a professional search firm to select Mr. Keithley's replacement.

Mr. Keithley, who plans to step down on April 30, 2015, first joined the association in 2006. During Mr. Keithley's tenure at TIA, the association's member base grew from 470 to 750, and its annual budget rose to $18 million, up four million from 2006. He also oversaw the establishment of a Washington, DC, office, among other accomplishments. Mr. Keithley's retirement follows a 40-year career, including an 11-year tenure as president and CEO of the Hearth, Patio & Barbecue Association.

TIA is the not-for-profit trade association representing all businesses involved in creating and bringing toys and youth entertainment products to kids of all ages. TIA has a long history of leadership in toy safety including development of the first comprehensive toy safety standard more than 30 years ago, and working with government, consumers, and industry on ongoing programs to ensure safe and fun play.


The Society of Cable Telecommunications Engineers (SCTE), an ANSI member and accredited standards developer, named Dean Stoneback as its new senior director of engineering. Mr. Stoneback will be responsible for overseeing SCTE's development of training materials, recommended practices, and standards, among other duties.

Mr. Stoneback previously worked as senior manager, systems engineering, at ARRIS, and held a number of positions at ANSI member Motorola Mobility's Wireline Networks, most recently senior manager, FTTH hardware engineering. He also worked as a senior staff engineer, design engineer, and electronic development engineer for General Instrument. Mr. Stoneback received his bachelor of science in electrical engineering and his bachelor of science in mathematics from Pennsylvania's Geneva College and his master of science in electrical engineering from Pennsylvania's Drexel University.

SCTE is a non-profit professional association that provides technical leadership for the telecommunications industry and serves its members through professional development, standards, certification, and information. SCTE currently has nearly 14,000 members from the U.S. and 70 countries worldwide, and offers a variety of programs and services for the industry's educational benefit.
