People on the Move spotlights trailblazers in standardization, highlighting their latest achievements, advancements, and contributions to the standards community.

American National Standards Institute (ANSI) member and accredited standards developer ASQ has announced that William Troy will become the organization's next CEO, replacing longtime CEO Paul Borawski, who will retire in May [see related story]. Mr. Troy will lead ASQ as it continues its ongoing work to expand into an increasingly international organization, and will oversee all of the organization's current operations.

Prior to joining ASQ, Mr. Troy served as director of the U.S. Army staff at the Pentagon and held the rank of lieutenant general. In that position, he oversaw the Army's Test and Evaluation Command and directed 20,000 military personnel and civilian workers. During his 38 years of military service, he also held the positions of commanding general of the U.S. Army Alaska and vice director, force structure (J-8), in the U.S. Department of Defense's Joint Staff. Mr. Troy received his bachelor of science degree in history from the U.S. Military Academy at West Point, his masters of science in systems technology from the Naval Postgraduate School, and his masters of arts in national security and strategic studies from the Naval War College. He also spent a year as a military fellow at the Harvard Weatherhead Center for International Affairs.

ASQ is a global organization focused on ongoing efforts to advance quality-improvement techniques and quality assessment in a wide range of fields and endeavors. The organization represents millions of individual and organizational members in 150 nations around the world. ASQ has partnered with ANSI to oversee the ANSI-ASQ National Accreditation Board, which provides accreditation services under the ACLASS, FQS, and ANAB brands.


The ASSE International Chapter of IAPMO, LLC (ASSE International), formerly the American Society of Sanitary Engineering (ASSE), a longtime ANSI member and accredited standards developer, has announced the hiring of Sabrina Potts as staff engineer. In this position, Ms. Potts will be responsible for the review of ASSE product listing reports and technical content applications, as well as for the execution of factory and laboratory audits, among other duties.

Before being hired by ASSE International, Ms. Potts worked for 12 years as an engineer at ANSI member and accredited standards developer the International Code Council (ICC)'s ICC Evaluation Service. She received her bachelor's degree in civil engineering from Purdue University.

ASSE International is a nonprofit organization made up of member organizations representing all sectors of the greater plumbing industry. The organization works to improve the safety and reliability of plumbing systems through the development of consensus product performance and professional qualification standards and related credentialing, among other efforts.
