Movers and Shakers highlights the career advancements and accomplishments of leaders in diverse areas of standardization, contributing to the strength and success of the U.S. standards and conformance system.

Energy Systems Integration Group (ESIG) recently announced the appointment of Devonie Oleson as its director of communications.

She will lead strategic communications, thought leadership, and stakeholder engagement initiatives while strengthening organizational systems and project coordination across ESIG’s technical and operational teams.

With more than 15 years of strategic communications leadership experience, Oleson has worked across the national lab system, the U.S. Department of Energy, and the broader energy research community. Her expertise spans grid modernization, renewable integration, high-performance computing for energy applications, and community energy planning—with a track record of building strategies that extend research impact, developing technical explainer content, and designing project management systems that increase organizational efficiency and effectiveness.

Most recently, she served as group manager for science and technology communications at the National Laboratory of the Rockies, where she led teams building award-winning science communications and stakeholder engagement campaigns.

“ESIG is doing exactly the kind of work the energy transition needs at this moment—bringing together all the right stakeholders to solve the integration challenges of today and tomorrow,” said Oleson. “I’m thrilled to help expand ESIG’s technical leadership and build on the trusted foundation the team had established.”

Oleson earned a bachelor’s degree in radio, TV, and film from Northwestern University and a master’s degree in organizational leadership with a concentration in strategic innovation from the University of Colorado Boulder.

The National Association of State Boating Law Administrators (NASBLA) recently appointed Phoebe Wallace as its new education director.

Wallace brings a diverse background in on-water operations, public service, and boating safety leadership. She worked in aquatic invasive species and noxious weed survey and management before moving to public relations. In 2022, she was selected as Idaho’s Boating Law Administrator. In 2024, Wallace earned her Certified Recreational Boating Professional certification, a voluntary credential developed by NASBLA that encompasses knowledge, performance, and career achievements across specific program domains—reflecting her professional expertise and commitment to advancing recreational boating safety.
