U.S.-China Economic Security Review Commission Releases 2025 Report to Congress

The U.S.-China Economic and Security Review Commission (USCC) has released its 2025 Report to Congress, offering 28 recommendations to address the economic and national security implications of the U.S.-China relationship while advancing American interests.

Created in 2000, the USCC monitors and reports to Congress annually on the national security implications of U.S.-China trade and economic relations. The Commission's 2025 report draws from six public hearings and testimony from 50 experts across government, private sector, academia, and research institutions.

The report's recommendations for federal agencies on standards include:

  • Resource the National Institute of Standards and Technology (NIST) to establish a Bio-Measurement Laboratory (BML) to develop, support, and promulgate standards for biological measurements, materials, and models; advance measurement science and tools for biotechnology; and ensure U.S. standards are adopted globally as the foundation of the 21st-century bioeconomy.
  • Coordinate investments in standards development, measurement science, and deployment financing to ensure the United States leads in the transformation of biology into a general-purpose technology.
  • Lead international standards development on autonomous systems—including hu­manoid robots, industrial automation, and unmanned systems.
  • Establish mandatory cybersecurity standards for Chinese-made autonomous systems in U.S. critical infrastructure. Require the Federal Energy Regulatory Commission (FERC) to conduct a study and report on transmission and distribution utilities’ adoption of minimum cybersecurity standards.
