ANSI is seeking member input on a proposal from SAC, the ISO member body for China, to establish a new ISO technical committee on cluster governance. Comments are due to ANSI by September 2.
Clusters are geographically concentrated groups of enterprises that share common features and are supported by an ecosystem of business associations, business development and financial service providers, public authorities at the local, regional, and national levels, and training institutions such as vocational schools and universities.
According to the SAC proposal, standards would focus on the practical governance methods used by cluster managers and similar actors. The proposed committee would complement, rather than duplicate, existing standardization efforts by treating clusters as structured, territorially defined development systems.
The draft proposal for the new ISO technical committee includes the following scope statement:
“Standardization in the field of cluster governance, including principles, governance structures, diagnostic methods, coordination mechanisms, performance assessment, and implementation tools to improve cluster functioning and productivity.”

ANSI will incorporate all input into a recommended position and draft comments for ANSI ISO Council approval ahead of the October 2 ISO voting deadline.
