Marking Twenty-Five Years Since 9/11: Standards in Service of Resilience

On September 11, 2026, the nation marks 25 years since the coordinated attacks on the World Trade Center, the Pentagon, and United Airlines Flight 93 in Shanksville, Pennsylvania. ANSI joins in remembering the lives lost that morning and honoring the first responders, recovery workers, volunteers, and public servants who ran toward the danger.

The events of 9/11 reshaped how the United States thinks about resilience, preparedness, and emergency response, and drove new standards work and federal investments in the years that followed. They also drew renewed attention to a broader body of work—some directly born from the response, and some part of a longer, ongoing commitment across the standards community—that helps strengthen the buildings, communications systems, and first responders that communities depend on in a crisis.

Standards supporting emergency preparedness and response

Many standards across the diverse U.S. standardization system are on the front lines of emergency response. Some examples:

  • ANSI/APCO 1.121.1, Managing Operational Overload in the Emergency Communication Center: Developed by APCO International, this American National Standard (ANS) is designed to mitigate the effects of operational overload incidents in Emergency Communication Centers, whether triggered by a single event, a mass casualty incident, or a large-scale natural disaster. Chapters cover natural disasters, man-made disasters, incidents that affect the agency directly (including line-of-duty deaths), day-to-day overload and staff wellbeing, and technological threats such as cybersecurity breaches.
  • ANSI/ASA S12.14, Methods for the Field Measurement of the Sound Output of Audible Public Warning Devices Installed at Fixed Locations Outdoors: Developed by the Acoustical Society of America, this ANS supports the design and verification of the sirens and warning systems that alert the public when seconds count.
  • ANSI/NENA STA-010.3, NENA i3 Standard for Next Generation 9-1-1: Developed by NENA: The 9-1-1 Association, this ANS serves as the foundation for a 21st-century, broadband-based 9-1-1 ecosystem, paving the way for interoperability on a national and international scale.
  • ANSI/NFPA 1550, Standard for Emergency Responder Health and Safety: Developed by the National Fire Protection Association (NFPA), this ANS consolidates requirements for the health, safety, and wellbeing of the firefighters, EMS providers, and other emergency responders whose work carries lasting physical and psychological cost.
  • ASTM E2521, Standard Terminology for Evaluating Response Robot Capabilities: Developed by ASTM International's Committee E54 on Homeland Security Applications—organized in 2003 in the wake of 9/11—this standard anchors a growing family of test methods and practices for the ground, aerial, and aquatic robots that emergency responders use to enter debris fields, confined spaces, and other environments too hazardous for humans. The effort traces its roots to the camera-equipped robots deployed at Ground Zero and has since expanded to cover missions ranging from urban search and rescue to improvised explosive device response. 

Broader resources for communities and responders

 Beyond individual standards, sustained programs across the community support resilience:

  • NIST’s Community Resilience Program publishes the Community Resilience Planning Guide for Buildings and Infrastructure Systems and a companion Playbook—free, action-oriented tools that walk communities of any size through a six-step process to set community-scale goals, align priorities and resources, identify key stakeholders, and develop plans for recovery.
  • NFPA maintains a free Emergency Response Topic Hub with materials on alternative fuel vehicles, active shooter and hostile event response, drones, and other evolving risks.
  • The UL Fire Safety Research Institute’s Fire Safety Academy offers free science-based courses for fire service personnel on topics including fire dynamics, firefighting tactics, and firefighter health. 

ANSI's leadership on homeland security standards

 Among the earliest standards responses to 9/11 was one led by ANSI. Established in February 2003 as the Homeland Security Standards Panel (HSSP) and renamed the Homeland Defense and Security Standardization Collaborative (HDSSC) in 2013, the cross-sector group worked to identify existing consensus standards—or, where none existed, accelerate the development of new ones—in areas critical to homeland security and homeland defense. Over its run, the collaborative brought together the Department of Homeland Security, Department of Defense, NIOSH, NIST, and other stakeholders in a public-private partnership. While the HDSSC’s formal work has ended, the cross-sector efforts it helped catalyze continue to inform how the standards community supports resilience today. 

The 9/11 Commission's endorsement

 During its investigation of the attacks, the bipartisan National Commission on Terrorist Attacks Upon the United States—the 9/11 Commission—asked ANSI to develop a consensus “National Standard for Preparedness” for the private sector. ANSI convened safety, security, and business continuity experts from across industry and government, and recommended a standard built on NFPA 1600, Standard on Continuity, Emergency, and Crisis Management. In its 2004 final report, the Commission formally endorsed ANSI’s recommendation. The standard (now part of NFPA 1660) has been adopted by the U.S. Department of Homeland Security as a voluntary consensus standard for emergency preparedness. 

A federal response centered in standards

 The 9/11 attacks also produced a lasting federal investment in the technical foundations of resilience. The National Construction Safety Team (NCST) Act of 2002—signed into law roughly a year after the attacks—authorized NIST to lead the federal investigation of the World Trade Center collapses. More than 200 professionals and technical subject matter experts participated in the investigation, which ultimately produced 31 recommendations for improvements to building and fire codes, standards, and practices. 

A shared commitment

 Twenty-five years on, the losses of 9/11 remain. But the standards community’s ongoing work continues to strengthen the tools, systems, and training that first responders and communities depend on. As the 25th anniversary approaches, ANSI honors those we lost, thanks those who continue to serve, and recognizes the standards developers, technical experts, and volunteers whose work makes each response to emergency events stronger than the last.
