Movers and Shakers highlights the career advancements and accomplishments of leaders in diverse areas of standardization, contributing to the strength and success of the U.S. standards and conformance system.
Terry Vaughan III, Ph.D. is the recipient of the 2026 Emerging Leader Alumni Award, presented by the University of Illinois College of Education.
The award honors alumni making outstanding professional contributions to their field, and for those who show potential for continued leadership and a passion for equity and justice in education. Vaughan will be honored at the 2026 Salute to Education celebration on Saturday, October 17.
Vaughan currently serves as senior director in ANSI’s Workcred division. An expert in higher education policy research, he has dedicated much of his career to advocating for career pathways for underrepresented students. Vaughan earned his Ph.D. and M.A. in education policy, organization, and leadership from the University of Illinois at Urbana-Champaign and a B.A. in philosophy from DePaul University.
Will Hupman has joined the National Electrical Manufacturers Association (NEMA) as its senior vice president of government affairs.
In this role, Hupman will lead NEMA’s federal and state advocacy strategy, advancing policies that support domestic manufacturing, grid modernization, and an increasingly electrified economy. He has two decades of experience advancing public policy and advocacy at the highest levels of government and industry.
Most recently, he served as vice president of downstream policy at the American Petroleum Institute, following leadership roles at The Sherwin-Williams Company and on Capitol Hill, where he served as legislative director and legislative counsel for two members of the U.S. House of Representatives.
“Will is a highly respected government affairs leader with a proven record of navigating complex policy challenges and building strong relationships across government and industry,” said Debra Phillips, president and CEO of NEMA. “His deep expertise in energy advocacy, public policy, and coalition building will strengthen NEMA’s work to advance policies that support electrification, innovation, domestic manufacturing, and a more resilient energy future.
