Movers and Shakers

5/22/2026

Movers and Shakers highlights the career advancements and accomplishments of high-level trailblazers working professionally in diverse areas of standardization, contributing every day to the strength and success of the U.S. standards and conformance community.

The Plastics Industry Association (PLASTICS) recently named Shira Rawlinson as its new vice president of communications.

Rawlinson has experience with communications leadership, most recently serving as the director of office of communications at the U.S. Consumer Product Safety Commission. There, she was a member of the Federal Senior Executive Service, advised the acting chairman, and served as the agency’s principal spokesperson on national media. Prior to that, she spent several years at the U.S. Chamber of Commerce, eventually rising to the role of vice president of communications.

In her new role, she will lead PLASTICS’ external communications strategy, shaping how the organization and industry are perceived by media, policymakers, brands, and the public. She will spearhead strategy across earned media and thought leadership, in addition to digital engagement and reputation management.

The American Society of Civil Engineers (ASCE) recently appointed Peter J. O’Neil as its chief executive officer.

O’Neil is an accomplished association leader with deep global experience, a strong record of organizational transformation, and a proven commitment to member and volunteer value. He has served as chief executive or executive advisor to professional membership organizations including ASIS International, the American Industrial Hygiene Association, the American Academy of Anesthesiologist Assistants, and the Association of Equipment Manufacturers.

“As ASCE embarks on transformational new strategic initiatives, Peter embodies the kind of member-driven, collaborative, and future-focused leadership necessary to successfully guide us into our next era,” said Marsha Anderson Bomar, ASCE president. “ASCE has stood on the forefront of educational and technical leadership in the civil engineering community since its founding in 1852, and we are looking forward to expanding our impact with Peter as our chief executive.”
