Movers and Shakers highlights the career advancements and accomplishments of leaders in diverse areas of standardization, contributing to the strength and success of the U.S. standards and conformance system.
Dr. Terry Woods was recently recognized by ASTM International with the Katharine E. Morgan Women in Leadership Award.
Established in 2024 by ASTM Committee F15 on Consumer Products in honor of Katharine Morgan’s achievements–ASTM’s first woman president–the award recognizes recipients for their significant leadership contributions to voluntary standards development.
Woods, who has spent more than 30 years advancing critical standards in various roles, is the director of the division of standards and conformity assessment at the U.S. Food and Drug Administration. She is also an active leader within ASTM International, serving as chair of Committee F04 on Medical and Surgical Materials and Devices and co-chair of Subcommittee F04.15 on Material Test Methods.
The Dental Trade Alliance (DTA) recently welcomed Rachel Spivey as its new director of government affairs. She will lead engagement on issues impacting the oral health and manufacturing sectors.
Spivey brings experience managing policy teams, client communications, and federal policy and government relations, with a career track record in leadership development and civic engagement.
Prior to joining the DTA, she spent several years at Michael Best Strategies, where she advanced from policy analyst to policy advisor, supporting clients through legislative research, trade policy analysis, congressional engagement, and strategic communications.
She also served as a Bryce Harlow Foundation Fellow while completing her graduate studies and has participated in and volunteered with national political conventions and with the Girl Scouts of the Nation’s Capital.
Spivey holds an undergraduate degree in political science from Framingham State University and a graduate degree in government from Johns Hopkins University.
