Movers and Shakers highlights the career advancements and accomplishments of leaders in diverse areas of standardization, contributing to the strength and success of the U.S. standards and conformance system.

Jess Dickson was named OASIS Open’s new vice president of standards development.

In this role, Dickson will oversee the health and strategic direction of the organization’s technical committees and open projects, helping grow its standards portfolio and advance OASIS specifications toward recognition by international bodies.

Dickson has 15 years of standards development experience within the U.S. federal government, holding positions as a privacy risk researcher and technical standards lead, and as an IT standards advisor at the National Institute of Standards and Technology’s Information Technology Laboratory. Previously, she was a data privacy expert at Booz Allen Hamilton and served as a foreign affairs officer at the U.S. Department of State.

Dickson holds a bachelor of arts from John Carroll University and a master of arts from The George Washington University.

 

Jill Roth was recently promoted to vice president, learning and development at the National Ready Mixed Concrete Association (NRMCA).

In her new role, Roth provides leadership for NRMCA’s member learning and professional development portfolio, with responsibility for strategy, program quality, learning technology, curriculum governance, credentialing support, and workforce development initiatives.

Since joining NRMCA in 2025, Roth has focused on modernizing legacy learning programs, improving instructional design and evaluation practices, streamlining certification workflows, and helping align learning programs with the workforce needs of the ready-mixed concrete industry. Previously, she held learning and development roles with Marriott International, Snowflake, and Unisys.

“Jill has brought a strong combination of learning strategy, operational discipline, creativity, and technology-enabled thinking to NRMCA,” said Brian Killingsworth, executive vice president, strategic operations. “Her promotion recognizes the leadership she has already demonstrated, and the important role learning and workforce development will play in helping NRMCA deliver value to our members and support the future of the ready mixed concrete industry.”

Roth holds a master’s degree in organizational management from the University of Phoenix and a bachelor’s degree in interdisciplinary studies from Arizona State University.
